Meta has announced major pricing and billing changes for businesses using the WhatsApp Business Platform, with several new rates and charges taking effect from October 1, 2026.
The changes affect marketing, utility, authentication and service messages, while Meta is also introducing new payment and cost-monitoring features for its Meta Business Agent.
In an email sent to businesses using the WhatsApp Business Platform, Meta said the updates are intended to make its pricing and billing structure more transparent while continuing to make WhatsApp an attractive channel for businesses.
Meta says updated rates will apply to several categories of WhatsApp Business messages from October 1, 2026.
The company will update rates across selected markets for marketing messages, while utility and authentication message rates will also be updated across 12 markets.
Meta is also preparing to make its max-price feature available to all businesses using the Marketing Messages API.
The feature will allow businesses to set the maximum price they are willing to pay for marketing messages. According to Meta, businesses can use this to manage their spending and optimize return on investment.
Utility and Authentication Message Rates Will Also Change
This means each business phone number will receive 1,000 free service messages every month. Charges will only apply starting from the 1,001st service message.
The free allowance does not roll over. It will be refreshed every month for each phone number.
If your business sends fewer than 1,000 chargeable service messages per month from a phone number, you may not incur service-message charges under this new monthly free tier.
Meta Business Agent Gets New Payment Options
Meta is also making changes to its Meta Business Agent platform.
Meta’s stated rate remains $2 per 1 million tokens, based on input and output tokens. Meta estimates the cost at approximately 4–5 US cents per message globally.
Businesses Will Soon Be Able to Monitor Token Costs
Meta says it plans to introduce new APIs that will allow businesses to monitor token consumption and costs in near real time.
The feature is expected to give businesses greater visibility into how many tokens they are consuming and how much they are spending over a selected period.
Meta has reminded businesses that from October 1, 2026, non-template messages sent in response to users will incur charges according to the applicable message category.
For businesses using the Meta Business Agent platform, Meta says the AI agent messaging cost is based on a token charge.
In particular, businesses should identify how many service, marketing, utility and authentication messages they send each month and determine how the new pricing structure could affect their operating costs.
Businesses using AI-powered customer service should also pay attention to the Meta Business Agent changes, particularly the new payment options and upcoming pricing APIs.
